Verses and Hadeeth that Cause People Confusion.

Question: The Prophet (peace and blessings be upon him) said,” Verily I would burn their homes…”[1], and he (peace and blessings be upon him) also said,” No one uses the fire for a punishment, except the creator of the fire.”[2] How do we merge both meanings of these hadeeth together?
Answer: It’s permissible to fine or use punitive measures against a person. This hadeeth doesn’t mean that he intended to burn the people inside their homes. Sometimes a house burns down while people are inside:and at times houses burn to the ground while no one is harmed. Had the Prophet (peace and blessings be upon him said,” I would have burned them.”, then this would require a detail study to merge both meanings for those ahadeeth.
